Costa has devoted most of her professional life to construction, engineering, and tree preservation. She is a Certified Arborist through the ISA—one of only a few women throughout the State of Rhode Island.

“I would rather not cut a tree down unless it is absolutely necessary,” she said.

Her process is simple. When someone calls Regina seeking help with their landscape, or a cherished tree, she conducts a full investigation into the possible causes and potential remedies. She works from the ground up, from soil testing to the top-of-the-tree canopy, to treat and keep your landscape thriving.
“My team and I can assess whether a tree is being impacted by factors like adverse soil conditions or an insect infestation. For example, the presence of carpenter ants and the resulting sawdust in a tree is a definite indicator of decay. Other signs of decay are visually seeing mushrooms, fungus, and bracket fungi,” she said. “Many homeowners may not recognize these signs until they notice changes in the leaves. When I am hired to assess the tree, I often find there is another deeper issue linked to the trees declining health.”
She has a piece of advice for anyone who is wondering when people should consider her services.
“Each season presents its own set of challenges and benefits for trees. A dry summer, for example, can stress a tree’s root system if it doesn’t receive adequate water. In winter, especially in places like Rhode Island, trees are vulnerable to storm damage—high winds can break large branches, creating hazards for homes, roads, and people. I can evaluate these risks and provide the proper care and pruning needed to protect property while also preserving and extending the life of affected trees.”
Regina is passionate about being involved in the business community. She is a member of three Rhode Island Chambers of Commerce and on the URI Women’s Leadership Council. Furthermore, she is also on the board of directors for Rhode Island Tree Council and the National Association of Women in Construction. Regina works toward empowering women through her work within industries that have been traditionally held by men.
“I’m proud to be helping change arboriculture in two meaningful ways. First, earning my Women Business Enterprise (WBE) certification was a major milestone because it not only represents personal achievement but also opened the door for me to bid on larger contracts with state and federal agencies. Second, I bring a nurturing, relationship-focused approach to the work I do. A lot of my clients are women homeowners who appreciate how I take time to go over options and treat their trees with the same care they would.”
